Harry is Head of Strategy and General Counsel at Flare. He also sits on the board of peak body Fintech Australia, and a number of Commonwealth advisory groups on issues including the Consumer Data Right and digital transformation.

Previously, Harry spent six years as a policy adviser to the Australian Government. While advising the Morrison Government on fintech and financial regulation, Harry helped launch the Consumer Data Right, led the creation of the Government’s fintech strategy – including initiating significant reforms to the national payments regulatory system – and oversaw critical support initiatives for Australia’s digital economy through the COVID-19 pandemic. He also negotiated the passage of critical financial sector legislation through the Parliament, including major reforms to the superannuation system and key aspects of the Government’s response to the Hayne Royal Commission.

As Industry, Innovation and Science Adviser to the Turnbull Government, Harry oversaw the establishment of the Australian Space Agency and the completion of the National Innovation and Science Agenda. He secured commitment to key global research infrastructure including the Square Kilometre Array, initiated measures to boost female participation in STEM, and delivered unprecedented reforms to Australian intellectual property and space law. Harry has also led product and strategy at Australia’s national data science agency, CSIRO’s Data61.
As Chief Revenue Officer, David leads the Sales, Marketing and Solutions teams at Flare. These amazing teams help 100,000+ businesses of all sizes empower and engage their employees to get more out of their paycheck.

Prior to joining Flare, David has held several executive positions across the globe with public and large private companies as well as startups like Flare.  During this period, David was Chief Digital Officer and Global Head of Product for Universum. Universum is the leading global Employer Branding company globally.

During his tenure, David and his teams collaborated with Fortune 100 companies like Walmart, Facebook, JP Morgan, Siemens, Lamborghini and many other global and national employers to build highly compelling EVPs.
